The behavior of usplash in this case is correct. Since a specific step
of the boot process takes a abnormal time to finishes, it drops to
console so you can see what's going on. According to this, I set this
bug as a duplicate of bug 219349 which aim to fix that abnormal boot
time during the activation of swap partition.
