Thank you for taking the time to report this bug and help to improve
Ubuntu.
The 'minlen' option to pam_cracklib is unfortunately misnamed; it should
be called 'minstrength'. If you read the pam_cracklib manpage, you will
see that passwords shorter than 'minlen' are allowed if your password
includes multiple character classes.
I believe this is the same as bug #139999, so am (tentatively) marking
it as a duplicate of that one.
We should clarify the documentation, and possibly add a 'minstrength'
option alias, so users can understand what's going on here.
