Public bug reported:

During boot (without usplash) I noticed that /etc/init.d/linux-
restricted-modules-common is run very early (S07 in runlevel S), and
prints a "Read-only file system" error regarding /lib/modules/`uname
-r`/volatile.  It probably should be shipped with one of the kernel
packages so that it doesn't need to be created on the fly.
