You should provide this patch to the xkeyboard-config project, for the Spanish
layout.
I can see that the default Spanish layout
key <AE12> { [exclamdown, questiondown, asciitilde, asciitilde ]
};
which means that this is also a potential place to put dead_tilde
(redundant asciitilde here)
