This does not appear to be a bug in ufw because the output of 'iptables
-L' is not consistent with ufw's chains. For example, if ufw were
loaded, you should see various ufw-* chains, but none are listed above.
You can also check if ufw is loaded with:
$ sudo ufw status
ufw 'disable' will flush all chains though, so the fact that this works
as a workaround is not an indication that ufw is causing the initial
problem.
It sounds like you have another firewall application or custom script
installed. Please post the output of:
$ ls /etc/init.d
** Changed in: ufw (Ubuntu)
Status: New => Incomplete
