Public bug reported: Binary package hint: language-support-writing-en
The upgrade system, while in the process of upgrading from Gutsy Gibbon to Hardy Heron, proceeds to halt seemingly in its tracks. The problem is similar to bug https://launchpad.net/bugs/249340 in which the solution is the same: kill the process id of locale-gen, which enables the upgrade to continue. This is only a workaround.
