Public bug reported:
localedef would just stop at the first locale and eat 100% of my cpu for
a couple of minutes until I killed its parent process to continue with
the upgrade (couldn't kill the process itself -- even "sudo kill -9 pid"
didn't help). Also the localedef process had a zombie zip (or was it
gzip?).
