Let's try this:
What happens if you give the full path when doing the rm command with the
escape character (in your testing user "sandra" of course!)?
$ rm -rf /home/sandra/test/\~
or
$ rm -rf $HOME/test/\~
Does this work as expected?
If that works correctly, I think the main problem here is that the TAB
completion does not handle this correctly and is a valid bug.
