I still have this issue with hardy, KDE 3, keyboard Microsoft comfort
curved 2000 v1.0 french azerty
In kde settings I choose :
- keyboard disposition : microsoft keyboard pro oem
- numlock status : leave as is
In xorg.conf :
Section "InputDevice"
Identifier "Generic Keyboard"
Driver "kbd"
Option "XkbRules" "xorg"
Option "XkbModel" "microsoftprousb"
Option "XkbLayout" "fr"
Option "XkbOptions" "lv3:ralt_switch"

I must had that the keyboard exhibit this behaviour :
- on the kde login screen (in the login user field for example) just after boot
before any login attemps
- once logged into kde 3 (in konsole for example)
