The choice of available timezones depends on your location selection,
not your keyboard selection, so I guess you must have selected the
United States as your location.
It makes sense to prefer timezones that are probably nearby, but I agree
that there ought to be a way to get at other timezones. This is bug
28890 which I should really get round to some day ...
