It appears to be the snap size that is the problem for keeping the icons
aligned.  I am not at all familiar with the code, but I did notice that
the constants for snap sizes are 78 pixels horizontally, and 20 pixels
vertically.

I changed the vertical snap size from 20 to 80, and it gave me a nice
grid to work with for placing icons.

One more thing to note is that icons can be placed in the same grid
location and overlap.  Is this considered a separate bug?

I am attaching a patch against nautilus' svn repository.  Feel free to
use it as is, or use a different constant.
