Thank you for opening this bug and helping make Ubuntu better.
Evolution will always try to send all email in the outbox. When you
click on ' send' on the compose window evolution will put the newly
finished email in the outbox, and will immediately try to send *all*
email stored there.
So, unless I misunderstood you, Evolution is working as designed. As
such, I am closing this bug as NOTABUG. Please reopen if you need, an we
will go from there.
