Thank you for taking the time to report this bug and helping to make
Ubuntu better. I'm guessing you are using an Intel wireless driver.
The blinking is actually indicative of traffic being transmitted and is
not a bug. This behavior is the same as in Windows. Subsequently I am
marking this as Won't Fix.
