To Reproduce The Problem

Expected: Dates on last two lines to agree
Happened: Dates differ - looks like RCS is not reading the system timezone
data so doesn't report time in BST.
Other Information

The manual page for rcs includes this line:
" -zzone Use zone as the default time zone. This option has no effect; it is
present for compatibility with other RCS commands."
Looks like it may have solved the problem if it were implemented.
