Public bug reported:

in older versions of Kubuntu the Huawei ETS2288 CDMA modem could be made to 
work with a udev rules file - not ideal or intuitive but it worked.  in 8.04 
this is not longer the case.  I though I had it working in 7.10 but yesterday I 
installed this on an old computer and failed to connect my modem so perhaps I 
remembered wrong or perhaps it worked after an upgrade from 7.04 but not on a 
fresh install.

This is a major problem in Tanzania (and other parts of East Africa) as these 
modems are proveded by the local phone company and is therefore an important 
way of getting internet (the only way for some people although mobile phone 
companies provide a service as well)
