Thank you for taking the time to report this bug and help make Ubuntu
better. However, what you have described is not a bug. You might like to
read the following blueprint targeted at Ubuntu Intrepid regarding the
use of system groups for device permissions:

Basically, Ubuntu is moving away from using system groups for
controlling access to some devices. Some of this has already happened in
Hardy, and you should have a read of the spec which will explain why the
groups you have listed no longer control access to certain devices
anymore.
