Public bug reported:
The latest version in Intrepid was auto-synced. This new debian version
fix the current FTBFS. It builds fine in intrepid pbuilder.

* Fix missing build dependency (Closes: #489115)
* Updated Standards version, no changes needed.
* Fix copyright-contains-dh-make-perl-boilerplate.
