openSUSE has a patch at
https://bugzilla.novell.com/show_bug.cgi?id=241950 which fixes qemu to
use /dev/bus/usb instead of /proc/bus/usb.  It doesn't quite apply
cleanly to current qemu, but it should be possible to port it without
much effort.  They may also have a newer version in the package itself.

If someone could get this cleaned up and submitted upstream, and we'll
be able to cross qemu (and kvm) off the list of packages affected by
this issue.
