I tried booting my system from the "desktop-i386" iso of ubuntu 7.10 and 8.04.1 
(I installed the system from the latter).
7.10 did not have this problem (also, it did not detect my built in sata hd at 
all)
8.04 had the exact same problem (and the built in hd was detected, but NOT 
automatically mounted).

So far, every boot I have measured have had a delay of about 30 (+/- 5)
secs.

I've attached a boot chart. As you can see, the delay is not accounted
for in the chart.
