KDE has apparently known about this usability issue for a long time, and has chosen to respond by helping users with configuration.
See https://bugs.kde.org/show_bug.cgi?id=75828 and https://bugs.kde.org/show_bug.cgi?id=70624 for information, along with http://www.linuxquestions.org/questions/linux-software-2/kde-keyboard- shortcuts-with-different-keyboard-layout-177275/ They amount to either 1) setting a different shortcut for switching the keyboard layout under each layout, or 2) setting the "Include latin layout" option. You might try them. Since this is a KDE problem and KDE has seemingly not decided to fix it as a usability issue, I'm marking this as invalid.
