KDE has apparently known about this usability issue for a long time, and
has chosen to respond by helping users with configuration.

They amount to either 1) setting a different shortcut for switching the
keyboard layout under each layout, or 2) setting the "Include latin
layout" option.  You might try them.

Since this is a KDE problem and KDE has seemingly not decided to fix it
as a usability issue, I'm marking this as invalid.  Hopefully the links
above will make it easy for you to configure your shortcuts.  Please
reopen if you'd like someone to take another look at it.
