Public bug reported:

If you install Kubuntu in a language, it is fully translated to that language, 
but if, later, you want to change the language to other, Kubuntu results in 
partially translated.
For instance, if you install Kubuntu in English, and later you set it in 
Spanish, it is only partially translated into Spanish, but if you install it in 
Spanish since installation, it is fully translated( installed) in Spanish.
I think this is applicable for 7.10, 8.04 and for Intrepid.

This problem is not present in Debian with KDE (both: 3.5 and 4.1).
