I had this problem too, w/ Ubuntu 8.04. Based on info posted in the
Ubuntu forums, I looked for the locale files in /usr/lib/locale. This
dir was empty, but I found the following:

/usr/share/X11/locale/en_US.UTF-8
/usr/share/i18n/locales/en_US

Further googling led me to doing the following, which put the files in
/usr/lib/locale --

apt-get install language-pack-en

Note that 'aptitude reinstall locales' did not help.
