Binary package hint: kde-systemsettings

Trying to change the order of the default application that handles a file 
extension fails
Removing an application works fine,adding an application works fine but 
changing the order is not!
However when I tried from the console "sudo systemsettings" and changed the 
order it worked just fine!
I would like also to ask why does the default application has to be system 
global and not per user as it writes to these two files(root or not)
adding Default Applications 
/usr/share/applications/kde/defaultapplication.desktop
adding File Associations /usr/share/applications/kde/filetypes.desktop
Also how come a user has some access to these two files? (removing apps,etc 
through the gui?) Can I say possible vulnerability?
Is this a default kde policy and maybe it should be filled as a bug/request 
against the kde or (k)ubuntu specific?
I mean a user may like amarok as the default and another doesn't.
