The desktop CDs are a live-cd with no packages on it. In order to
upgrade your distro to a newer version you need to download the packages
or use a server cd.

Users may wonder why do they need to download a different CD to upgrade
ubuntu systems.

dpkg-repack allows to regenerate a .deb in a working dpkg setup. It
should be possible (in theory) to:

1) Mount the compressed filesystem from the live cd
2) Repack all the packages and generate all the .debs belonging to that distro 
version
3) Upgrade the current system by installing those .debs
