drkonqi is only required when a crash appears. Then again Ubuntu has
it's own crash tracking system (Apport) so drkonqi is mostly obsolete.
Considering these 2 facts I don't think it should be a dependency (also
note that in order to get a useable backtrace out of drkonqi you would
need various -dbg package installed which most probably pull in said
package as well).
