The official ubuntu archives carry updated version 3.2.9-1ubuntu1, which
contains a fix for this problem. I will mark this bug as a duplicate of
bug 198292. I'm not sure how using apt-cacher can create a situation
where you do not get updates for packages. If you find there is a bug in
apt-cacher please do not hesitate to create a bug report for that.
