To fix this, I modified /etc/apparmor.d/usr.sbin.nscd adding this line:
/var/cache/nscd/{passwd,group,services,hosts} mrw,
above the /var/db/... line.
I then did:
/etc/init.d/apparmor reload
/etc/init.d/nscd restart
