Public bug reported:
Binary package hint: network-manager-vpnc
This worked fine on Hardy, but fails on Intrepid. Running 'vpnc' from
the command like also works. Network manager runs fine otherwise as
well. This appears to be just an authentication dialog problem.

network management framework (VPNC plugin)
Trying to connect to my work VPN, I can see the option listed in the NM
menu, but choosing it shows this dialog:
"There was a problem launching the authentication dialof for VPN
connection type 'org.freedesktop.NetworkManager.vpnc'. Contact your
system administrator". I contacted myself but I didn't get very far.
This could be a configuration problem on my machine, but I don't
understand why and I've never mucked with it other than upgrading to
Intrepid about a month ago.

Checking my gnome keyring, I see that the passwords in question are in
my keyring and that nm-vpnc-auth-dialog has access to them.
