Mmm, this should happen by default.  Can you check 'dmesg' for any
information after you run:

  sudo /etc/init.d/powernowd
  dmesg | tail -20

What happens if you manually perform:

  echo ondemand | sudo tee
/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

and then check the state of the governor with:

  cat 
/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
