Thanks for your bugreport.

I can confirm this problem here in a test-upgrade. The issue is that the
ucf application is used to detect changes in the configuration file and
presents a nice debconf frontend. Unfortunately it starts the diff (to
show the differences) in the terminal that is hidden by default.

We should change ucf to not show stuff in the terminal under X but to
invoke a new window to show the diff or to let dpkg deal with the
conffile. This way it will send this information over the status-fd to
the update-manager and that will present a nicer and better integrated
conffile prompt with similar options.
