I confirm this bug/behaviour. Booting with all_generic_ide=1 I still get an error:
$ sudo hdparm -d /dev/scd0 /dev/scd0: HDIO_GET_DMA failed: Inappropriate ioctl for device but I can copy data from DVD to disk which is not possible without all_generic_ide=1.
