The fix to Bug #145267 is a really bad idea and in uploading it seems to
have ignored all the feedback on ubuntu-devel.

Gems install their own versions of stuff in a way that's opaque to the
system administrator.  Now whatever random libraries Gems bring onto a
system get used in place of the correct libraries.
