It's more or less intentional that all the es-* locale packages are
installed (we just have one language-support-es package rather than
differentiating by country), but Firefox should certainly pick the
correct variant. Giving this part of the bug to firefox-3.0.
By the way, it would have been better to file these two separate issues
as separate bug reports.
