This is totally a bug and I don't understand the reason to mark it invalid.
The user should be able to decide if he/she prefers doing or not the filesystem 
check. 
There's no reason to automatically skip fsck while running on batteries without 
giving an option to change the default behaviour!
I propose to mark it as confirmed.
