These are the steps I took:
1. I added these lines to my Xorg.conf:
Option "VertTwoFingerScroll" "1"
Option "HorizTwoFingerScroll" "1"
2. I expected two finger scrolling to work
3. I was able to scroll with two fingers however it would randomly scroll all
the way to the bottom of the screen rather than the normal expected amount.
Here is my old Xorg.conf that I used until I turned off the feature.
