I agree with what you are saying about not packaging unstable releases.
However, I now rely on files created with "scribus-ng" from a Ubuntu
package, with the stable version can not yet read. Indeed, I think I
started using the "ng" version because I ran into a problem with the
stable version.

If scribus-ng is removed now, I won't be able to open the files I've
created with it. I don' t think scribus-ng should be removed we reach
the point where the stable version can open the same files. (This may
happen around 1.3.6 or 1.3.7.
