Mr. Vilavincencio As suggested by you, I tried to open the file 'devices' with vim and with emacs. With both editors I can read the file properly as with cat. I want add that when I click on /proc/bus/usb, the file 'devices' is marked: 0 bytes plain text file. I hope this is of help.
