Public bug reported:

After all security updates I've installed, my Ubuntu (8.04) won't boot anymore. 
It freezes after grub and the "Starting up" remains on the screen till I press 
the power button for +10s. This temporarily solution worked strangely enough 
for me:
1. run memtest86+, immediately press ESC to reboot. After this, it can boot 
strangely enough.
2. run "sudo update-grub", after this, it will boot perfectly fine untill I 
install a new security update.
I am currently on a HP Compaq nc6000.
