[ubuntu-cloud] Networking in Static Mode

I have just installed UEC , for us we have a pool of IP addresses to use , i want to manually assign it using STATIC mode.

1) , in Static Mode do we have to run DHCP server on front end ?
2) It needs the list of mac=ip values , How eucalyptus assign mac to vm on NC , i.e. what values should i give here ?
