After de-register and register cluster, I am able to launch instance but it
always say "not enough resources available" and ask me to use private
addressing.

And just realized my 10.04 UEC is using Eucalyptus 1.6.2 instead of the
latest 2.0.  Is there a upgrade from Ubuntu? And will that fix the address
issue?
