I guess the limitation would be the needs of your hypervisor. Most chips
(Intel, AMD) today don't support (at least on a high maturity level)
nested virtualization. So if you'd try running nested clouds, you'd end
up choosing software emulation in the inner cloud (which would be quite
slow). Theoretically, this may be possible, check my link below for
running UEC on top of Amazon EC2, however it will be quite slow to be
useful in anything resembling production
