We have not discussed that in fact. I'm not sure we want to drop a
launcher from user config on update, that could as well apply only to
new installations with dapper.

I agree with Vincent here. Resetting the panel is not a common user
action and doing that by mistake would mean dropping your configuration.
Hacker can as well just edit the gconf configuration for that.
