It works fine for me. Maybe you should adjust your drag and drop
threshold from the mouse configuration capplet?
PS: The document icon that is appended to the mouse cursor does not fit
the cursor theme at all, and it very large. Why don't we discuss? :)
That may be a cursor theme issue (doesn't ship that variant of the
image), candidate for a bug
I don't believe the cursor theme includes the document dragging icon, it
is appended by GNOME
