elinks is my text based broswer of choice.  And they're fine for html and related materials, but it seems a bit convoluted to have to use the elinks browser just for OS documentation.  It's more intuitive to use a broswer for html on a gui.

By the way: do you know lynx, links or elinks? These are excellent text
based browsers. It is no problem to read the wiki pages or
documentations with them. Even the Server Guide at help.ubuntu.com.
