Hi, As stated in the comment at the Launchpad bug report [1] I forward the issue here:
"Since the Ubuntu install system does only allow you to create a single user account, it's kind of useless to add the fast-user-switch applet on the panel by default. Also, a lot of people only use a single account on their computer. Users that do use multiple accounts can add the applet if they want to."
