I think the right thing to do here would be to remove "seahorse
preferences" from system → preferences and THEN moving seahorse from
accessories to system → preferences.

After all, preferences for a specific program shouldn't belong in system
→ preferences, all the more reason when you can just open that program
and go to edit → preferences.
