It's a small part of the general bug that keyboard commands entered while a menu is open don't propagate to the parent window. It's the same reason Ctrl+W and Alt+Tab don't work while a menu is open, for example. In this case the bug makes it easy to introduce new Alt+drag behavior for menu items, because no-one has been relying on any other behavior.
