Edubuntu still installs recommends by default. What we do is onflict
against unwanted recommends in the edubuntu-live package so that the
build system won't install it. If a user installs it, the package won't
be removed on upgrades, etc. I guess that's not the ideal solution, but
it's the best solution that was come up with during UDS natty for these
kind of things.
