Well, the other desktop environments also use other shells. For instance, what we used in earlier versions of Ubuntu is called Gnome Panel. We have Unity, Unity 2D, Gnome Shell, Lxpanel (from LXDE), Xfce4-panel (from Xfce), Avant Window Navigator, Cairo dock, Plasma stuff from KDE, Enlightenment... There are many.

Desktop environments contain a lot more than just the shell. But most shells can be used in most environments. For instance, there's nothing wrong with using Xfces panel in Gnome 3.
