Discussed this a bit with upstream
Titlebars: These should be brought back by having Unity ignoring the relevant 
MWM decoration hints
close buttons: Should be disabled per-app, its not something they think should 
be disabled by a flick of a switch in the toolkit.

So essentially if we wanted to control these at the toolkit level, we would 
have to carry our own patches.
